The University of Oslo, HISP Uganda, Save the Children, and the Basic Education Department, Ministry of Education and Sports Uganda are pleased to announce the DHIS2 for Education hybrid Conference and Academy 2023 to be held from 21st to 25th August 2023 at the Protea Hotel by Marriott, Entebbe Uganda.


About the Academy

DHIS2 for Education Conference and Academy 2023

The Sustainable Development Goal (SDG) 4 poses the need for a significant increase in the use of data to guide system level improvement of educational outcomes in learning and equity. Proper management, analysis and use of educational data is critical for improving learning outcomes and monitoring progress towards attainment of SDG4. For close to 30 years, the DHIS2, an open-source data management platform, has contributed to improving availablity and use of health data in over 80 Low, Middle Income Countries. With its flexibility, comprehensive tools and functionalities, the DHIS2 offers an opportunity for education managers and policy makers to leverage its use to improve education data management, track and monitor learner progress, identify areas for improvement, and ultimately, drive positive change in the eduation sector.
Join us this August, for this year's DHIS2 for Education Conference/Academy to discuss and learn how DHIS2 can be utilised to transform education data management and support better availability and use of data for sector planning, monitoring and resource allocation

Facilitators

This event will be a hybrid with two days conference and three days of hands on practical sessions on DHIS2 for education analytics and visualisations. This will help the facilitators and participants to work together on learning the principles and skills to analyse and visualise education data, identifying tools for data dissemination and allow solution sharing among countries to promote networking and collaboration among DHIS2 implementers in the region. This Academy will include facilitators from several global and regional DHIS2 experts from the University of Oslo and Regional HISP Groups (HISP Uganda, HISP West and Central Africa, HISP Sri Lanka, HISP Mozambique)

Dr. Prosper Behumbiize

HISP Uganda

Prosper Behumbiize is a Health Information Systems Specialist with the Global Health Information Systems Programs (HISP) coordinated by the University of Oslo, Department of Informatics. He is an expert in planning and implementation of Information Systems in Developing Countries and is currently the project lead on the implementation of DHIS2-EMIS in Uganda. He holds a Master’s Degree in Public Health – Information Systems (MPH) and PhD from Texila American University. Prosper is a District Health Information Software Certified Facilitator who supports training at both global and regional DHIS2 academies. He is a member of several HIS innovation communities both locally, regional and globally. He has supported the implementation of DHIS2 for Education in Uganda, Eswatini and Gambia and was the technical lead in review of the EMIS for Sierra Leone and Lesotho.

Pamod Amarakoon

HISP Sri Lanka

Pamod is the Lead and a senior implementer from HISP Sri Lanka. He has been engaged in implementing DHIS2 in several countries of South-East Asia during the last decade. He has years of experience in facilitating several DHIS2 regional and global academies. He supports the Ministry of Education, Sri Lanka in their EMIS implementation and also serves as an expert supporting the global EMIS work coordinated by the University of Oslo.

Jerry Aziawa

HISP West & Central Africa

Jerry Aziawa is a DHIS2 Implementer and Director of Implementations at HISP WCA, which also serves as the regional HISP hub for West and Central Africa. In addition to implementing DHIS2 in the West and Central Africa region, he has facilitated DHIS2 academies and specialized training. Since 2019, he has built DHIS2 expertise for education information systems. Jerry has spent over a decade in the health information systems field, supporting primarily Francophone countries since 2012. He was lead on customisation of DHIS2 for EMIS in the Gambia and has played akey role in supporting data intergration between DHIS2 and StatEduc in Togo.

Zeferino Saugene

Saudigitus (HISP Mozambique)

Zeferino Saugene is the Country Director and Digital Innovations Specialist at Saudigitus. He has extensive experience in supporting the design, development and implementation of DHIS2 with the region and beyond in the Health, Education, Agriculture, Justice and other sectors. He has facilitated in DHIS2 regional academies and supported information systems training in both English and Portuguese speaking countries within Africa. He is leading the DHIS2 for Education implementation in Mozambique and coordinating the development of an individual teacher and learner attendance tracker app as a generic application within DHIS2.

Daisy Shirley Kusiima

HISP Uganda

Daisy is an Information System Specialist with seven years of experience in DHIS2 implementation and data utilization. Daisy has actively contributed to numerous national DHIS2 implementations and has played a pivotal role in conducting DHIS2 Trainings. Her expertise encompasses a wide range of activities, including planning, designing, customization, implementation, monitoring, testing, and maintenance of DHIS2 systems.
Daisy's involvement extends beyond technical aspects, as she has collaborated with various organizations to ensure that their data is transformed into valuable information for effective planning and decision-making processes. She holds a strong passion for utilizing data from these systems to drive informed decision-making practices.
Currently, Daisy is actively engaged in implementing DHIS2 for Education and is part of the global team contributing to the development of DHIS2-EMIS global toolkit and demo instance.

Monica Amuha

HISP Uganda

Monica Amuha is currently a Ph.D. Candidate at the University of Oslo and works with the Health Information Systems Program (HISP) Uganda to support the implementation of DHIS2 as an Education Management Information System (EMIS). Her PhD research focuses on the implementation and documentation of the use of DHIS2 as a decentralized Education Management Information System (EMIS) in Uganda.

Airport and airlines

The largest airport in Uganda is Entebbe International Airport and is the single air gate to the international community. The main international airlines flying to Entebbe International Airport from various destinations include; Uganda Airlines, Kenyan Airways, Rwanda Air, South African Airways, Emirates, Ethiopian Airways, Qatar Airways and KLM.

Invitations

The event organisers will issue support letters, if required, only to those delegates who have registered for the academy.

Immigration and visa

All visa prone nationalities must obtain Uganda visas to facilitate their entry into the country. Uganda visas may be obtained at Uganda missions abroad or on arrival at the ports of entry in the country or where there’s not a mission abroad, the traveler applies online to the Uganda e-immigration system on https://visas.immigration.go.ug/.

All travellers to the Repubic of Uganda MUST have a valid Covid-19 certificate and Yellow Fever Immunisation card. Single entry tourist visa costs $50. Participants from EAC and COMESA countries will not require Visa to enter Uganda. Other countries that don't require visa include; Antigua, Barbados, Fiji, Grenada, Lesotho, Sierra Leone, Solomon Islands, The Grenadines, Vanuatu, Ghana, Cyprus, Bahamas, Belize, Gambia, Jamaica, Malta, Singapore, St. Vincent-Tonga, Ireland, Libya.

The temperatures in Entebbe in August are comfortable with low of 19°C and and high up to 26°C.

Ugandan Shillings (UGX) - Exchange rate as of May 2023: 1 USD = 3,731 UGX

Banking and ATM

ATMs are for withdrawing Ugandan Shillings and specific ATMs can withdraw in US Dollars. Most ATMs have an option of selecting English or local language versions. Most ATMs have a maximum per withdrawal of UGX 2 million (around US$526). You can use your VISA, MASTER cards with Ugandan ATMs.

Many hotels, commercial centers, shops and restaurants accept visa cards. Check with the cashier before making any purchases. Bear in mind that some places apply a surcharge for credit card purchases: VISA and MasterCard approx 2% to 3%, American Express: 4% surcharge. NOTE: Check the percentage charged before you pay.

Official language

The national language is English and commonly used local languages for communication and trade in Entebbe is Luganda. Don't leave Uganda without learning a Luganda word!

Electricity

In Uganda the power plugs and sockets are of type G. The standard voltage is 240 V Alternating Current and the standard frequency is 50 Hz.

TERMS AND CONDITIONS

These Terms & Conditions apply to every person registering as a participant to a DHIS2 Academy.

Academy Registration

Only fully completed registration forms will be considered. After reviewing each registration, the Academy Organisers will send a confirmation/information email. This email will include all the details related to the payment of the registration fees.
Participation is not guaranteed until full payment of the registration fees is received.
Each Academy has a ceiling. If the maximum capacity is reached, the Academy Organisers reserve the right to refuse additional registrations and to close the registration form.

Methods of Payment

Payments should be made in advance, before the Academy starts, by bank transfer or PayPal. Participants who made a late payment (from 3 days before the Academy starts) are invited to bring a copy of their payment slip to the registration desk the first day of the Academy.
All bank fees and money transfer costs must be covered by the transmitter. Any negative balance will be collected on site. Kindly indicate the Academy name and the participant’s full name as a reference on all bank transfers.

Academy Collaterals

The Academy Organisers cannot guarantee that Academy collaterals will be available for late registrations. All materials will be distributed on-site.

Cancellation Policy

Notice of cancellation (sickness, lack of funding or any other personal reasons) must be made in writing by email to the Academy Organisers. The date of the email will be the basis for considering refunds. Please indicate your bank details on your written cancellation. Refunds will be made after the conference.
Registration fees may be refunded as follows (depending on the Organisers' contracts with their vendors):

  • Up to 4 weeks before the Academy: 100% refund
  • From 4 weeks to 7 days before the Academy: 50% refund
  • From 6 days to the Academy: no refund

The Academy Organisers reserve the right to reimburse the participant after deducting costs already incurred for the bank transfers.
No refunds will be granted for unforseen events or early termination of attendance, or any other incidents during the Academy, which are beyond the control of the Academy Organisers.

Cancellation of the Academy

In the event that the Academy cannot be held or is postponed due to events beyond the control of the Academy organisers, the Academy organisers cannot be held liable by participants for any damages, costs such as transportation, accommodation, and other expenses incurred by the participants.
All expenses in relation to the Academy, the registration and the attendance are the sole responsibility of the participants.
Under these circumstances, the Academy Organisers reserve the right to reimburse the participant after deducting costs already incurred for the bank transfers

Insurance

The registration fee does not include insurance. The Academy Organisers do NOT provide any form of insurance and do not take any responsibility for accidents or illnesses that might occur during the DHIS2 Academy and in the course of travel to or from the Academy place. Therefore, each participant is solely responsible for his/her safety, security and health.
Moreover, participants shall be aware of their health insurance policy and take appropriate measures to ensure their coverage for any hazards which might occur when attending the DHIS2 Academy.

Modification of the Programme and Venue Change

The Academy Organisers reserve the right to amend the Academy programme, including making changes to the speakers/facilitators appearing and/or subjects covered. No refunds can be granted in case of cancellation of speakers/facilitators, programme change or any other incidents during the Academy which are beyond the control of the Organisers.
The Academy Organisers reserve the right to move the Conference to a larger or smaller venue, if the level of participant registrations warrants.

Name Badge

The name badge must be worn at all times during the Academy. Access to the venue will not be granted without the DHIS2 Academy name badge.

Invitation Letter

Participants requiring an official invitation letter from the Academy Organisers can request one by email. Participants must first register to the Academy.

Visas

It is the sole responsibility of the participant to take care of his/her visa requirements. Participant who require an entry visa must allow sufficient time for the application procedure.

Data Protection

The Academy Organisers will collect and store datas for the preparation and execution of the Academy.
HISP-UiO performs monthly e-mailings (which include photographs/videos) and/or communications on social media regarding the DHIS2 Academy. If you do not wish to appear in the marketing visuals, please send an email to aliceal@ifi.uio.no.
Email contact details of participants will not be passed on to third parties. Participants may unsubscribe from these mailing campaigns at any time.

Limitation of Liability

The participant agrees to be responsible for all property he or she brings to the Academy venue.
